Rules for the 2009 American Cup - Hosted by the American Soccer Club

Laws of the Game:
All games will be played under international rules (FIFA)

Duration of Game:
1) There will be NO EXTENDED TIME added due to weather conditions, injury or other situations unless approved by the tournament director.
2) U9 & U10 prelim round games will be 25 minute halves with 25 minute halves for the championship games.
3) U11 & U12 prelim round games will be 25 minute halves with 25 minute halves for the championship games.
4) U13 & U14 prelim round games will be 30 minute halves with 30 minute halves for the championship games.

Substitutions:
1. After a goal by either team.
2. Before any goal kick.
3. Before a throw-in in your favor or if both teams are substituting.
4. At half time or before the start of any overtime period.
5. In case of injury.

Conduct:
1) There shall be no dissent between player and/or coaches and referee. Questioning a referee’s call is
considered dissent.
2) All coaches are urged to solicit the support of their fans and parents in monitoring and enforcing this policy.
3) Players who are sent off (red carded) during a game may not play in their next game.
4) No substitution will be permitted for the ejected player during that game.
5) Coaches may be shown a yellow (cautions) or red a (dismissals) card.
6) Coaches who are dismissed cannot participate as a coach or as a spectator in their team’s next game.
7) Any player or coach who receives an accumulation of three yellow cards during the tournament must sit out
the next game.
8) Yellow or red cards can be issued to coaches, players, or spectators.
9) Any individual receiving a red card must give their name to the referee. Failure to do so will result in an
automatic forfeiture for the team involved.
10) Use of noisemakers such as airhorns, cow bells, etc are considered unsportsmanlike and will not be permitted.

Scorecards:
A) Coaches must sign the scorecard at the end of the game.
B) Scores will be posted as quickly as possible.
C) Coaches should report any discrepancies to headquarters prior to their next game.

Protest:
No protests will be allowed.

Uniforms and Equipment:
A) All players must wear shin guards with team socks pulled up over the shin guards.
B) Shirts/jerseys must be tucked into player shorts at all times.
C) Each player must wear an official uniform with a number on the back of the shirt.
D) Each number must be different.
E) In the event of a color conflict, the home team as listed in the program will change.
F) The home team is the first team listed, and shall supply a suitable game ball.
For violations of items C and D – player is to be removed from the field at next dead ball and can be substituted for.
No yellow card should be given for infraction of item C or D to either the player(s) or coaches involved



General:
1) Teams and coaches will be stationed on the side of the field opposite spectators.
2) Spectators, including everyone not listed as a player or coach for a team on the field must remain on the
opposite side of the field from the teams.
3) Players, coaches and spectators must remain on their side of the field and within their assigned areas.
4) Up to three (3) coaches may be shown on a teams’ roster.
5) Smoking is prohibited at playing sites.

Failure to Show – Forfeits
1) All teams must report to their scheduled field within 20 minutes of the scheduled start time.
2) A minimum of seven (7) players constitutes a team.
3) A ten minute grace period will be extended beyond the kickoff time before a forfeit will be declared.
4) The winning team will be awarded a 1-0 victory.
5) A team must begin with 7 players.

Inclement Weather
1) The tournament committee reserves the right to alter game length, suspend temporarily or end any game in
progress due to weather conditions.
2) Suspended games may or may not be concluded. If a match is suspended each team must check with
headquarters for further instructions.
3) The tournament committee, OSYSA, TCYSA, sponsors or any other individual or entity will not be responsible for any expense or inconvenience due to the cancellation, suspension or alteration of any games.
4) Games ended after the first half will be considered full games.
5) If the tournament is shortened due to events beyond the control of the tournament committee, the tournament will not make any financial reimbursements.
6) The tournament will follow the OSYSA guidelines for lightning and inclement weather.

Game Cancellation
If a game is not played or is started but the game is cancelled due to weather while in the 1st half, and cannot be finished, the game will be considered a 0-0 tie for each team.

Team Eligibility:
1) Teams may carry a roster of up to 18 players.
2) No roster changes will be permitted after a team has checked in Friday night.
3) All teams must be registered with their state, national, or provincial association.
4) No specially formed all-star teams will be permitted.
5) Up to 3 players may be added to a team’s roster as Guest Players for U8, U9, U10, U12-U14.
6) Up to 5 players may be added to a team’s roster as Guest Players if the team is playing 11v11 format.
This is to accommodate those U11 teams that are playing small sided.
7) 6v6 and 8v8 formats will be offered for younger age groups.
8) Trapped 8th graders will be allowed on U14 teams as long as the player is listed on your league roster.
9) Guest players may only play for one team.
10) Teams outside OSYSA must submit a USYSA travel permit approved by their state association.

Tie Break-Preliminary Round:
In the preliminary round, each victory will be worth three (3) points, each tie one (1) point and each loss zero (0) points. In the event of a tie in preliminary round standing, the following procedure will be used to determine the division winner:
a. Head-to-Head – Winner of the game played between the tied teams. Not used if more than 2 tie.
b. Goal differential (i.e. Goals scored minus goals allowed) up to a maximum of 4 per game.
c. Fewest goals allowed.
d. Most defensive shut-outs.
e. Coin-Clip (tournament directors will determine how the coin flip will occur with the tied teams).


Tie Break-Championship Round:
In the event of a tie in the game, the winner will be determined as follows:
a. Golden Goal within two 5 minute periods. Once a goal is scored, a winner is declared).
b. Penalty kicks – see below

Tie Breakers – Penalty kicks
In the event that penalty kicks must be used to determine a winner in the Championship Round, the format will be as follows:
a. Each team will select five (5) players to kick from those that are on the field at the end of the second overtime period.
b. Teams will alternate kicks: the first team to kick will be determined by referee’s coin flip.
c. If the score remains tied after five (5) kicks, teams will alternate kicks until a winner is determined.
d. Goalies may be changed after any shot with a player that was on the field at the end of the second overtime.

Awards
First and second place teams will be given awards after the final games. All players in the U8 thru U10 brackets will receive a participation award.

Complex Rules
1) No Alcoholic beverages permitted. Anyone found with alcohol will cause the entire team with which they are
associated to be asked to leave the complex.
2) No driving on the field.
3) No pets allowed.

Tournament Director’s Information
1) Coaches must bring all player cards, rosters and medical releases to every game.
2) The tournament director’s interpretation of these rules/regulations shall be final.
3) Neither the American Soccer Club or the tournament will be responsible for loss of funds due to the cancellation of all, or any part, of this tournament.
